TXTSETUP.OEM Problem finding file on a Dell Precision 670 workstation?

im currently working on a Dell Precision 670 .. im trying to load Windows, but really I can not find the hard drive .. a hard disk of the series .. so when i load windows im press "F7" to load a device SCSI, I have a serial driver from Dell website, but when I use the floopy with the driver is said that "you can not find TXTSETUP.OEM "…. Can anyone pointing in a direction where I can find this file and upload it? I can not modify and files on it because things usually go even in the windows … so if you could help me to be great
