What’s the problem when my Mac Ibook G4 laptop loops indefinitely?

When I startup my Ibook laptop the white screen with the apple appears followed by the spinning (processing) wheel. The screen then turns black the the laptop then reboots. This goes on indefinitely, unless I turn off the machine. Could this be a hard drive or OS failure?

I think it is actually a faulty logic board so take it to your nearest Apple store.
